Good Governance for Health

LMP works with the WHO and the PHC Coalition to develop “Good Governance for Health” Learning Event for Mayors

The League of Municipalities of the Philippines affirms its commitment to improving health care in the country.  Last December 10, 2009, it participated in a collaborative workshop to develop a learning event for mayors, dubbed “Good Governance for Health”.  The Primary Health Care Coalition, thru the University of the Philippines College of Medicine (UP), sponsored the forum with the support of the World Health Organization, Office of the Representative to the Philippines.

Of the Millennium Development Goals, the following were identified as the least likely to be achieved in 2015. Modest overall gains in the health of the Filipinos were achieved in the last five years (2000-2005);   death rate among babies (or infant mortality) fell to 24 deaths per 1000 live births in 2006 from 52 deaths in 1993 or a 54% reduction from that period; deaths among mothers during child birth (shown through the maternal mortality rate, MMR) however, has been declining in a slower pace - from 209 deaths per 100,000 live births in 1993 to 162 in 2006.. The national averages, however, mask persistent differences of health status among different groups of peoples and localities despite improving health indicators.

Award-winning Mayor-Faculty members of the LMP-Mayors Development Center (MDC) participated actively in critiquing and pre-testing the learning modules designed for Mayors.  The learning event will eventually be offered by the LMP-MDC to enhance for mayors'-participants' skills in governance especially intended to improve their constituents' health status.

Mayors shared their best practices in health, telling their stories of how they get their communities to participate in health-related endeavours and how malnutrition, cleanliness, gender issues, among others were addressed collectively.

Dr. Alberto Roxas, dean of the UP College of Medicine who hosted the Workshop, welcomed the Mayors to the forum.  By June 2010, the UPCM would deploy about 25 physicians who committed to return service to their regions.  By the year 2014, all doctor graduates of UP would be deployed throughout the Philippines, and hopefully, in municipalities where they are needed most.  Asec Gerry Calderon responded and laid down the commitment of LMP in developing innovative mayor-leaders.  The partnership of the PHC Coalition with the LMP-MDC is among the steps towards this shared goal of Health for All.
